Navigating Turbulent Waters: The Dynamics of India-Maldives Tourism Relations

The Arabian Travel Market (ATM) Fair in Dubai witnessed a pivotal moment as Minister of Tourism Ibrahim Faisal extended a heartfelt invitation to Indian tourists, underscoring the enduring bond between India and the Maldives. Against a backdrop of diplomatic strains and declining tourist numbers, Faisal’s gesture aimed to revitalize tourism ties between the two nations.

Acknowledging India as a crucial contributor to the Maldivian tourism sector, Minister Faisal emphasized the significance of Indian visitors and assured them of a safe and secure experience in the picturesque archipelago. Despite recent setbacks, including a diplomatic standoff and a subsequent decline in Indian tourist arrivals, Faisal remained optimistic about the future.

However, the relationship between India and the Maldives faced turbulence following derogatory remarks made by Maldivian ministers in response to Prime Minister Narendra Modi’s visit to the Lakshadweep Islands. This led to calls for a boycott of the Maldives among Indian travelers, resulting in a notable drop in tourist arrivals.


Reports indicated a 42% decline in Indian tourist arrivals in the first four months of 2024 compared to the previous year, underscoring the impact of diplomatic strains on bilateral tourism. Additionally, the withdrawal of Indian military personnel from aviation planes gifted to the Maldives, along with President Mohamed Muizzu’s vocal stance against Indian influence, further complicated the diplomatic landscape.

Muizzu's campaign on an ‘India Out’ platform raised concerns about the future of bilateral cooperation, despite the Maldives remaining a crucial maritime neighbor for India in the Indian Ocean Region (IOR). However, initiatives such as the Security and Growth for All in the Region (SAGAR) and India’s Neighbourhood First policy underline the importance of maintaining ties.

In the midst of these challenges, the Maldives clinched four prestigious awards at the World Travel Awards, held within the ATM 2024.


These accolades, including titles such as Indian Ocean’s Leading Destination and Leading Green Destination, underscore the Maldives' continued excellence in the realm of travel and tourism.

Representatives from the Maldives, including high-level officials and industry leaders, attended the awards ceremony, highlighting the nation's commitment to excellence in tourism. Notably, 2024 marks the Maldives’ debut as a Green Destination, further reinforcing its dedication to sustainability in tourism.
